Beyond the SROI PDF: social value evidence commissioners can't ignore

If you run a social value or evaluation consultancy, your work has never been more commercially relevant to your clients. Social value is now weighted into public procurement, which means the SROI study or evaluation you produce is not just a record of what happened. It is evidence your client uses to win contracts, and evidence a commissioner uses to hold them to what they promised. The question worth asking is whether the format you deliver that evidence in is doing it justice.



Social value is now a procurement decision

The Public Services (Social Value) Act 2012 put social value on the agenda. Procurement policy since has given it teeth. A minimum 10% weighting on social value, introduced under PPN 06/20 and carried into the Procurement Act 2023 regime, means that in central government tenders, social value is a scored, decisive part of who wins. The Act also shifted evaluation from the Most Economically Advantageous Tender to the Most Advantageous Tender, which puts wider value formally into the decision.


The sums involved make this material. The government's National Procurement Policy Statement, effective February 2025, describes around 400 billion pounds of public money spent on procurement each year. A 10% weighting on a share of that is a large commercial lever, and your clients are competing on it.


That changes what your evidence is for. An SROI ratio or a social value evaluation is no longer a report that sits in a drawer. It is the proof behind a bid, the baseline for a commitment, and the record a commissioner returns to. Evidence that important deserves a format that keeps working.

The methodology is rigorous. The delivery often isn't.

Your analysis is careful. SROI follows the eight Principles of Social Value from Social Value UK: involve stakeholders, understand what changes, value what matters, only include what is material, do not over-claim, be transparent, verify the result, be responsive. Theory of Change maps the logic. The National TOMs framework gives measurement a common structure across five themes and dozens of measures.


Then all of that rigour gets delivered as a PDF. It is sent once, is read once, and is filed. The commissioner who needed to see the delivery against the commitment cannot easily find it six months later. The client who wanted to reuse the evidence in their next bid has to dig it out and reformat it. The careful work is intact, and the format is quietly limiting how far it travels.


What a living report changes for your clients, and for you

A living report takes the same analysis and delivers it as an interactive, always-current web report rather than a static document. For your client, that means their social value evidence stays live: available at a link, navigable by theme or measure, and easy to return to when a commissioner asks or a new bid needs it. The commitment and the delivery against it can sit in one place, updated as the picture develops, rather than frozen at the moment of publication.


For your consultancy, it changes the shape of the engagement. A one-off SROI report ends the relationship until the next commission. A living report your client keeps using, and that you update through the year, is a recurring line of work and a monthly presence in their world. You deliver it under your own brand, so the client sees your consultancy and your standards throughout. The platform underneath does not need to be visible to them, and it does not need to be built by you.


The important line: you keep the analysis

To be clear about what this is and is not. Yarra does not do your SROI, your Theory of Change or your social value measurement. That analytical work is yours, and it is what makes your firm valuable. It raises the perceived rigour and the shelf life of your evidence without touching the methodology behind it.


The firms that will stand out in a market where social value is scored and decisive are the ones whose evidence is impossible to overlook. That is partly the quality of the analysis, which you already have. It is increasingly also whether that analysis reaches the right people, at the right moment, in a form they can actually use.
